东北经济怎么了 新一轮东北经济振兴怎么干 为了解答这些疑问,1月9日至14日,由中央网信办指导的 直击东北经济 主题活动在辽宁、吉林、黑龙江同步展开。 针对黑龙江经济面临的严峻形势，习近平总书记在2016年3月7日参加十二届全国人大四次会议黑龙江代表团审议时，强调 全面振兴决心不能动摇，工作不能松劲，要瞄准方向、保持定力、一以贯之、久久为功 ，体现了中央对于黑龙江省等东北老工业基地振兴的高度重视，为黑龙江省在 十三五 时期的振兴发展再注入强心剂。 习近平总书记指出,全面深化改革,主要是抓好经济体制改革特别是国有企业改革、供给侧结构性改革,坚持 加减乘除 一起做,冲破束缚各方面创造活力的体制机制障碍。 黑龙江省传统企业比重大,国企比重大,央企比重大,若要突破既有结构性束缚，最大障碍在体制,必须坚持做好引导增量的 加法 、化解过剩产能的 减法 、创新驱动发展的 乘法 和简政放权的 除法 ,推进供给侧结构性改革。 因此，要把国有企业改制改组同化解产能过剩、淘汰 僵尸企业 结合起来,该重组的重该兼并的兼并、该退出的退出,必须抓紧深化改革,完善企业治理模式和经营机制,解决好历史遗留问题,增强内在活力和市场竞争力。
