Noble Prize nominated economist, Dr. Ray Perryman provided a thorough assessment of the economic impact of providing a four lane divided linkage between the Amarillo, Lubbock, and Odessa-Midland MSA's. Since SH 349 between Midland and Lamesa has seen little maintenance work over the past 30 years. As such, the current pavement index for this roadway is under 50% in many locations. Current estimates indicate that approximately $30.4 million would be needed to reconstruct and rehabilitate existing lanes to improve safety, drainage, and the overall road condition.
