Global Maritime Distress and Safety System. Global Maritime Distress and Safety System. Maritime communications entered a new age with implementation of the Global Maritime Distress and Safety System (GMDSS) on February 1, 1999. The GMDSS incorporates terrestrial and satellite subsytems to automate and improve maritime communications for the world's shipping industry. Distress Alerts transmitted via GMDSS systems link ships in distress with other vessels and Search and Rescue Personnel ashore.
