When you define Approver Groups for a stage, Endevor will require that any action taken at that stage be conducted as part of a package. This can easily result in unnecessary overhead for the development area as even the smallest, most trivial action is now hindered by the need to create, approve, and execute packages. In essence, it displays a message back to the developer indicating that they, rather than Endevor, must choose how to compile or otherwise generate the new element.
