One possible explanation is that you’re scanner, unlike public safety radios, cannot tell the system what you’re wanting to listen and what site you’re on in order to send the audio to you. Generally speaking, talkgroups operated by SNOCOM. Will only appear on the West Simulcast and talkgroups operated by SNOPAC.
