去年 2014年 ，教育部針對已公布實施的高中課綱，進行大幅 微調 ，引發社會譁然。 教育部此舉，既違反程序正義、教育原則，且顯有不當 其中，尤以歷史課綱 特別是台灣史的部分 為最。 然而，該歷史課綱 微調 的結果，實難免於 假微調之名，行大改之實 的譏評。 至於在具體內容的爭議上，如將 鄭氏政權 改為 明鄭 ，以符合其 大中國 的意識形態 或是要求教科書 說明臺海對峙、八二三炮戰、反共政策與白色恐怖 ，而試圖透過反共政策與白色恐怖的連結，合理化其以反共之名鎮壓異己之實的作為。 例如課綱要求教科書內容須說明 國共內戰、政府遷臺後，我國之主權範圍仍及於全中國 ，據謂如此方能 符合憲法精神。 這也無怪乎 該課綱 微調 的過程，處處違反程序正義。 其間種種程序上的問題，包括 課綱檢核小組的組成，並無國內各歷史學門相關領域的學者參與 或是以偷襲方式，召開虛應故事的所謂 公聽會 又如在審議新課綱的大會上，當多名課審會委員質疑程序及內容皆有問題時，該課綱 微調 案，卻以無記名投票的方式被強行通過等等。
