Eligibility & Enrollment. Are You Eligible for CHAC Healthcare Services? Here is a quick checklist to determine if you are eligible for CHAC healthcare services. Are between the ages of 19 and 64. Are a resident of Chippewa, Luce or Mackinac County. Do not have health insurance (i.e., Blue Cross). Do not have Medicare or Medicaid (except Medicaid Spend-down/Deductible).
